PIL and ABS Sign Landmark MOU to Strengthen Verified Emissions Reporting for Alternative Marine Fuels in Global Shipping

Singapore-based global shipping company Pacific International Lines (PIL) has entered into a strategic Memorandum of Understanding (MOU) with classification and certification leader ABS to enhance independent verification of emissions reduction claims linked to alternative marine fuels.

This collaboration marks a significant step forward in maritime decarbonisation, as both organisations aim to strengthen transparency, data integrity, and accountability in low-carbon and zero-emission shipping operations.

Under the agreement, PIL will integrate fleet operational data, fuel consumption metrics, and customer inputs with ABS’s established classification and assurance framework. This integrated system is designed to improve emissions tracking accuracy and ensure stronger control over carbon accounting related to alternative marine fuels.

ABS will serve as an independent third-party verifier, validating fuel usage, transport activity, and emissions performance data. This verification role is particularly important for participation in emerging Book and Claim systems, which are becoming increasingly relevant in global sustainable shipping frameworks.

Speaking on the partnership, Abhishek Chawla, Chief Marine Officer at PIL, emphasized the importance of reliable emissions accountability:

Our MOU with ABS enhances oversight and independent assurance for Book and Claim, ensuring consistent and reliable assessment of emissions and fuel data. This supports broader adoption of low- and zero-emission fuels as their availability grows, while maintaining accuracy in emissions claims.”

From ABS, Vice President for Global Sustainability Rostom Merzouki highlighted the growing importance of digital trust in maritime operations:

The partnership will also focus on enhancing emissions monitoring systems, improving sustainability reporting, and supporting PIL’s long-term decarbonisation roadmap, which is aligned with International Maritime Organization (IMO) climate targets.

A key element of this initiative is the Book and Claim model, which separates environmental attributes from physical fuel consumption. This approach enables verified emissions reductions to be allocated independently of where fuels are used, making it easier for shipping operators to access low- and zero-emission fuel benefits even in regions with limited supply availability.
