Germany Unveils New Measures to Boost Maritime Economy and Green Shipping

UNCTAD Warns Financial Volatility Could Push Global Trade “On the Brink,” Developing Countries Most at Risk

On December 26, 2025, Germany unveils a set of strategic plans that focus on enhancing its maritime economy, and much attention is paid to innovation, green shipping, and offshore energy development.The German government also has plans of develop a new European approach to the maritime transport industry, which is aimed at conserving and enhancing the essential maritime value-chains within the European region.

The Coordinator of the Maritime Economy and Tourism in Germany, Christoph Ploß, mentions that the government has plans to make more investments in maritime research and development, which will aid in innovations like underwater drones and climate-friendly ship propulsion technologies that were created in Germany.

The government also envisions a great potential of growth in the construction of energy conversion platforms that are needed to transfer the energy that is produced offshore to onshore power networks. The authorities observe that this sector has the potential to become a multi-billion-euro market, which offers major prospects to German shipyards.

Germany will increase the scope of the tonnage tax regime as part of the initiative, which is a special regime used to calculate the profits of commercial ships that are involved in international shipping. In the suggested expansion, there will be offshore energy vessels, which will be the move that will push more offshore wind energy companies to operate out of Germany.

Moreover, the German ports are being positioned as the future energy trading centers based on energy that is climate-friendly, such as ammonia, methanol, e-fuels, and hydrogen. The government has shown that they are considering financial support to allow importation of hydrogen and its derivatives using the ports in Germany.

These plans are part of a wider German approach to enhance its sustainability in maritime transport, renewable energy logistics and green port infrastructure.
