
$315 Million Maritime Infrastructure Contract Awarded for U.S. Coast Guard Fuel Pier
Perini Management Services, Inc. (PMSI) has been awarded a $315 million maritime infrastructure contract to construct a new fuel pier supporting major cutter operations at U.S. Coast Guard Base Kodiak in Alaska. The project, awarded by the U.S. Coast Guard (USCG) through an accelerated design-build-to-budget delivery method, is set to expand waterfront infrastructure and improve operational support for major cutters.
The maritime construction project will increase dock capacity to provide up to two major cutter berths, while also delivering new fueling and utility infrastructure. From an infrastructure and operational perspective, the investment is designed to strengthen the base’s waterfront capabilities by combining fueling infrastructure, dock capacity, utilities, and shore-support facilities within a single project.

The project includes unexploded ordnance removal, waterfront improvements, a new fueling utility building, utilities, cutter shore ties, and other site amenities. These components will support the expanded pier facilities and provide the infrastructure required for major cutter operations at the Alaska base.
Design work began in late September 2026, with substantial completion anticipated in September 2030. The approximately $315 million contract value will be included in Tutor Perini Corporation’s backlog reported for the third quarter of 2026.
The contract was awarded to PMSI, a subsidiary of Tutor Perini Corporation, a civil, building, and specialty construction company that provides general contracting and design-build services to private customers and public agencies worldwide. The company has provided construction services since 1894 and specializes in large and complex projects involving construction management, design-build, design-bid-build, and public-private partnership projects.
Tutor Perini also maintains in-house capabilities across several major construction disciplines, including earthwork, excavation, concrete forming and placement, steel erection, electrical, mechanical, plumbing, HVAC, and fire protection. Its project-management and design-build capabilities are relevant to the multidisciplinary requirements of the Kodiak maritime infrastructure project.
The Kodiak contract adds a significant government infrastructure project to the company’s backlog and places the focus on expanding waterfront facilities for major U.S. Coast Guard cutter operations. With construction scheduled to continue through 2030, the project represents a long-term investment in maritime infrastructure, port facilities, fueling systems, and waterfront construction at USCG Base Kodiak.
