
ASEAN-UK Indo-Pacific Partnership Strengthens Maritime Security, UNCLOS Cooperation and Regional Trade Connectivity
The ASEAN-UK Partnership has reaffirmed its commitment to strengthening Indo-Pacific maritime security, UNCLOS, freedom of navigation, maritime trade, and regional connectivity following the adoption of the ASEAN-UK Joint Ministerial Statement on Cooperation on the ASEAN Outlook on the Indo-Pacific (AOIP) during the ASEAN Post-Ministerial Conference held in Manila on 22 July 2026. The declaration highlights a shared vision for maintaining peace, stability, and prosperity across one of the world’s most strategically important maritime regions.
Building upon five years of the ASEAN-UK Dialogue Partnership, both sides pledged deeper collaboration in maritime cooperation, blue economy initiatives, global supply chain resilience, sustainable economic development, and adherence to international law. The ministers reiterated that the 1982 United Nations Convention on the Law of the Sea (UNCLOS) remains the legal framework governing all activities in the oceans and seas while emphasizing a rules-based regional architecture that supports secure maritime commerce.
The joint statement reaffirmed the commitment of ASEAN member states and the United Kingdom to uphold sovereignty, territorial integrity, peaceful dispute resolution, and multilateral cooperation. It also supports the implementation of the ASEAN Community Vision 2045 and the newly adopted ASEAN-UK Plan of Action (2027–2031), which will guide future cooperation across security, connectivity, sustainability, and economic development.
Maritime Security and International Law Remain Central
Maritime cooperation forms one of the four priority pillars of the ASEAN Outlook on the Indo-Pacific. ASEAN and the UK reaffirmed their shared commitment to preserving regional peace, maritime safety, and stability by fully supporting international law, particularly UNCLOS.
The statement underlined the importance of protecting freedom of navigation and overflight, ensuring safe and uninterrupted transit through international waterways, and supporting internationally recognized aviation and maritime standards. Both sides acknowledged that secure sea lanes remain essential for global trade and economic prosperity.
The partners also agreed to strengthen collaboration through ASEAN-led mechanisms, including the ASEAN Defence Ministers’ Meeting Plus Experts’ Working Groups and the Expanded ASEAN Maritime Forum. Practical cooperation will focus on maritime domain awareness, search and rescue operations, humanitarian assistance and disaster relief, safe navigation, protection of migrant fishers, combating forced labour and human trafficking at sea, sustainable marine resource management, biodiversity conservation, and marine environmental protection.
The declaration further reaffirmed the United Nations General Assembly’s recognition of UNCLOS as the comprehensive legal framework governing all ocean-related activities and emphasized maintaining its integrity for future regional and global maritime cooperation.
Expanding Regional Connectivity
The ministers also committed to accelerating regional connectivity by supporting the ASEAN Connectivity Strategic Plan (2026–2035). Key initiatives include advancing negotiations on the ASEAN-UK Air Services Agreement, promoting cross-border power trade through the ASEAN Power Grid, expanding clean energy cooperation, and improving investment readiness for regional infrastructure projects.
Both sides highlighted the importance of strengthening educational exchanges, scholarship programmes, technical and vocational education, cultural cooperation, and people-to-people connectivity as part of broader regional integration efforts.
The statement also emphasized closer cooperation to combat transnational crimes, including cyber-enabled fraud, online scams, money laundering, trafficking in persons, and illicit drug activities while addressing misinformation and disinformation that threaten regional security.
Supporting Sustainable Development Goals
ASEAN and the UK reiterated their commitment to achieving the United Nations Sustainable Development Goals (SDGs) through stronger cooperation in health security, education, gender equality, climate action, clean energy, and sustainable finance.
The partnership will continue supporting pandemic preparedness, resilient healthcare systems, inclusive education, renewable energy development, sustainable cities, and climate resilience while promoting long-term investment and regional economic sustainability.
Strengthening Economic Cooperation and Trade
Economic cooperation remains another major pillar of the partnership. The ministers agreed to deepen collaboration in trade, investment, financial services, regulatory reform, digital innovation, supply chain resilience, and sustainable economic growth.
The statement welcomes work toward a new ASEAN-UK Economic Work Plan in 2026, designed to enhance regional integration, facilitate trade, and strengthen economic resilience. Both sides also reaffirmed support for an open, transparent, fair, and rules-based multilateral trading system centered on the World Trade Organization.
Future cooperation will include customs digitalisation, financial inclusion, intellectual property protection, digital economy development, responsible artificial intelligence governance, and capacity-building initiatives that support innovation across Southeast Asia.
By advancing practical cooperation across maritime security, regional connectivity, sustainable development, and economic integration, ASEAN and the United Kingdom aim to reinforce long-term stability and prosperity throughout the Indo-Pacific while strengthening one of the region’s most significant strategic partnerships.
