
TKMS and Fincantieri Advance Submarine and Naval Defense Cooperation, Target Joint Underwater Framework by Year-End
TKMS and Fincantieri have signed a comprehensive Memorandum of Understanding (MoU) to deepen their long-standing cooperation in the submarine, underwater technology and naval defense sectors, with the two European shipbuilding companies intending to establish a formal Collaboration Framework by the end of 2026, subject to applicable regulatory processes.
The agreement represents a significant development in European naval defense cooperation, as TKMS and Fincantieri seek to build a more integrated, competitive and efficient industrial base for future submarine and underwater programs. The proposed framework is expected to strengthen technological cooperation, create new commercial opportunities and identify potential cost synergies while remaining within applicable legal and regulatory boundaries.
TKMS-Fincantieri Partnership Targets Greater European Naval Integration
The new agreement is designed to take the companies’ long-standing partnership to the next level by bringing together their complementary technological capabilities and industrial expertise. The companies said the initiative aims to address fragmentation within Europe’s naval industry, particularly in the submarine and underwater domain, while supporting future programs and improving industrial efficiency.
The intended Collaboration Framework will focus strongly on technological convergence, innovation and long-term capability development. According to the companies, closer cooperation could contribute to a more resilient, competitive and strategically autonomous European naval industrial base.
TKMS CEO Oliver Burkhard said the partnership demonstrates the potential of European industrial cooperation when built on trust and shared technological expertise.

Burkhard added that the MoU reinforces TKMS’s commitment to expanding international cooperation within the European maritime industry and strengthening its relationship with Fincantieri. He said combining the companies’ complementary expertise could help drive innovation, create new opportunities for customers and contribute to Europe’s strategic autonomy.
New Framework to Support Underwater Technology and Commercial Opportunities
Under the MoU, TKMS and Fincantieri intend to establish a framework for enhanced technological cooperation, joint commercial opportunities and the development of an advanced underwater industrial ecosystem.
The companies will also explore potential synergies across the broader maritime underwater ecosystem and jointly examine international procurement opportunities that could be addressed more effectively through closer cooperation.
The emphasis on technology and long-term capability development reflects the growing importance of advanced underwater capabilities within Europe’s broader defense-industrial strategy. The proposed cooperation is intended to combine existing strengths rather than replace the independent operations of either company.
Fincantieri Chief Executive Officer and Managing Director Pierroberto Folgiero said the agreement builds on a partnership developed over many years and is intended to create opportunities in innovation, industrial efficiency and technological development.

Folgiero said greater industrial integration could provide a practical route toward a more competitive European defense industrial base at a time when Europe is seeking to strengthen its defense capabilities. He added that the agreement is designed to leverage the companies’ complementary strengths and expertise while supporting the long-term development of Europe’s underwater capabilities.
No Merger or Acquisition Planned
Despite the strategic significance of the agreement, the proposed partnership does not involve a merger or acquisition.
TKMS and Fincantieri will continue to operate as independent companies. Existing contracts, programs and projects will remain unaffected by the envisaged partnership.
The companies said the proposed cooperation is intended to explore future opportunities while maintaining their existing organizational and contractual structures.
Decades of Submarine Cooperation Provide Foundation
The latest MoU builds on decades of industrial and operational cooperation between TKMS and Fincantieri.
The companies have previously worked together on the 212A and 212NFS submarine classes, creating what they describe as a long-standing and trusted industrial partnership.
The new agreement is intended to strengthen that established relationship and create additional opportunities for cooperation in the underwater sector.
Regulatory Compliance Remains Central to Cooperation
Any future collaboration will be developed in accordance with applicable competition law, export-control regulations and other relevant regulatory requirements.
The proposed joint activities will also take individual customer requirements into account and remain subject to the necessary customer approvals.
The companies’ intention to establish the Collaboration Framework by the end of 2026 is therefore subject to completion of all applicable regulatory processes.
